Challenge details

Today, each Luxembourg public sector organisation is solely responsible for the content published on its online platforms, website, applications or other. The reasons for this silo situation are of both technical and organisational nature. However, this approach generates very few synergies and benefits, mainly due to a lack of interoperability. With the aim of strengthening these synergies and reaping the benefits, the Ministry for Digitalisation wants to analyse the impact and feasibility of making the web content of Luxembourg's public sector organisations available through reusable open data.

The solution proposed by the study should analyse how to:

• publish - by default or also by default and systematically or as systematically as possible - the content of public sector websites as standardised open data that can be reused by other public or private sector organisations;
• publish by default also systematically this open web content as open data on the portal data.public.lu;
• gain efficiency by avoiding unnecessary production of the same or similar content by different public sector actors;
• gain quality by avoiding divergent, erroneous or partially outdated information being published by different public sector bodies;
• gain portability and enable content sharing through the use of standardised open data;
• gain user centricity by enabling easy and efficient reuse of information across multiple websites according to the specific needs of the users;
• gain transparency by publishing relevant content in a more standardised way on more websites according to the specific and contextual needs of the users;
• gain impact and dissemination by enabling reuse and re-distribution of web content by other public or private sector bodies.

The objectives of the study are therefore :

• to assess the organisational and technical feasibility and impact of systematic or quasi-systematic publication of web content as reusable open data;
• to analyse the existing public sector web landscape and propose efficient approaches (organisational, semantic and technical) to build on this to move efficiently and realistically in the direction of web content published by default as open data;
• to propose the most appropriate open data standards and solutions to achieve the objectives described above.

This concept is expected to yield multiple benefits:

• As a public or private sector organisation, I can reuse web content in an open format without having to produce the content myself or re-encode it. If necessary, the information can be updated quickly by the relevant organisation, which has a direct impact on the content in question on my platforms. I can also optimise my investments in web and application design by reusing open web content.
• As a creator of a new platform or technology, I can easily use and reuse open web content from Luxembourg public sector organisations to create added value for my users because it is accessible in an open and standardised format without any technology-related formatting.
• As an interested user, I can easily find reliable, correct and up-to-date information from Luxembourg's public sector bodies because it is published on the government's Open Data portal, structured in such a way as to optimise its referencing by search engines, and published on numerous websites or applications.
• As a person with a disability, I can easily access the content of Luxembourg's public sector organisations because their open web content is, as it is open data, completely separated from any graphical formatting that could interfere with the proper functioning of my accessibility applications or prevent me from changing the presentation of the content by substituting alternative presentation rules.
