Identified challenge

The COVID-19 pandemic has highlighted the importance of digitalising public services. One of the axes of this digitalisation is to enable citizens to carry out as many procedures as possible using IT tools. However, it may be essential that a live exchange can take place between an agent in charge of a case and the citizen.

In this context, a videoconferencing solution enabling a citizen to interact with the administration is a necessity. This solution will nevertheless have to meet a number of requirements, particularly in terms of security and confidentiality, as well as in terms of accessibility, in order to enable as many citizens as possible to benefit from it. In particular, the solution must be adaptable to the citizen's IT equipment (tablet, smartphone, computer) without requiring any prior installation by the citizen.

The Ministry for Digitalisation wishes to find, via this call for solutions, an effective and easy-to-use solution for the citizen. The aim is to give the citizen the possibility of exchanging with an administration in complete confidentiality and to present himself virtually to appointments that currently require a physical presence at the administration.

The case chosen for this innovation partnership is that of a videoconferencing tool for MyGuichet.lu - but the same solution could be considered for other platforms within the public sector.
