Identified challenge

 

Through this call for solutions, the GovTech Lab aims to develop a reliable tool for detecting deepfake content. The proposed solution will support ALIA in carrying out its new missions related to supervising the obligations on deepfakes defined by the EU AI Act (RIA).

ALIA is required to take administrative decisions regarding the existence of deepfake content in order to determine whether the deployer has complied with their labelling obligation. However, such a qualification cannot be based on a subjective assessment made by a state agent on the basis of visual inspection alone, as it is necessary to establish objectively that the content is a deepfake.

In this regard, and in view of the requirements inherent to the administrative procedure, it is necessary for ALIA to be equipped with a technological solution capable of identifying deepfake content, so that it can base its decisions on objectively verified facts and on compliance, or non-compliance, with Article 50(4) of the RIA. 

The solution will be designed as a secure platform for ALIA state agents, combining an intuitive interface, a processing engine and an AI layer for the detection and explainability of results.
